However, as the subsequent course of events shows, the mentioned analytical note was taken by the overwhelming majority of readers “to note,” but not as a guide to action. Therefore, the objectives of this note are: firstly, to recall this long-standing guide to action and, secondly, to explain some aspects that in that note were classified as “self-evident.”».
