The novel takes place in one of the Siberian regions, where an intense election battle for the seat of regional governor is taking place against the backdrop of the unfolding struggle for the privatization of the Impulse military plant, which produces MANPADS. For the governor's seat The seat is being fought by the current governor Klimov, a former trade union boss who exploits democratic rhetoric, and Ferapontov, a former KGB general, whose credo: establishing order, ending wild privatization and creating a middle class as the basis for the stability of society. Large businessmen, entrepreneurs and the criminal community, fearing Ferapontov's election, they support the governor with all their might, allocating a lot of money for the election campaign. Having found buyers for MANPADS in the Middle East, criminal organizations are trying to eliminate Ferapontov physically, being confident that he will prevent them from winning the tender for the Impulse plant. The clash of interests leads to a series of contract killings and merciless countermeasures by the fighting parties. The intensity of the struggle reaches such an extent that it affects the interests of army generals, who send an army special forces group of three officers, two of whom are girls, to the city. The group is given a task: to quickly and firmly perform “weeding.” The girls from the group accidentally meet young biologists and introduce themselves as singers from the Moscow Russian folk song ensemble, who came here on tour in rural areas. Love breaks out between the young people, but the special forces group is suddenly recalled and transferred to Chechnya…
